Under Section 1212 of the Pennsylvania Race Horse Development and Gaming Act, the Pennsylvania Gaming Control Board is charged with promoting and ensuring diversity in all aspects of gaming activities authorized under the law. Pursuant to the Pennsylvania Race Horse Development and Gaming Act and the subsequent licensing regulations of the Pennsylvania Gaming Control Board, all applications are required to include diversity plan or statement of intent to implement a diversity plan.
If the Applicant is granted licensure in the Commonwealth of Pennsylvania, they will be required to prepare a comprehensive diversity report that complies with § 481.5 of the Regulations and satisfies the additional expectations of the Board and/or the PGCB Chief Diversity Officer. This report must be provided to PGCB within six (6) months of conditional or full licensure.
As the Applicant begins to collect and compile data, it is suggested that specific goals and subsequent reporting mechanisms be developed to illustrate the “good faith” efforts of the Applicant with regard to advancing diversity. These goals and subsequent reporting data should be detailed and revised semi-annually and reported to the PGCB in a diversity plan report.
