Kevin F. O'Toole
Executive Director
Kevin F. O’Toole has served as the Executive Director of the Pennsylvania Gaming Control Board since June, 2009, bringing 28 years of experience to the agency’s top position. In his role with the PGCB, Mr. O’Toole is responsible for the direction, execution and coordination of all activities related to the regulation of gaming by the 300 employee agency. During his tenure, Mr. O’Toole has worked to refine the operations of the PGCB to assure that it is fulfilling its mission while providing strict but fair oversight. In addition, he has met extensively with State Legislators, appeared at committee hearings, and utilized his gaming regulatory expertise toward implementing the 2010 legislation that amended Pennsylvania’s Gaming Act with needed and workable reforms, along with adding table games in existing state casinos.
Prior to joining the Pennsylvania Gaming Control Board, Kevin was the Executive Director of the Oneida Indian Nation Gaming Commission beginning in July 1997 and was later appointed as a Commissioner in February 2007. Previously, Kevin was a Deputy Attorney General with the New Jersey Division of Gaming Enforcement from 1981 to 1997.
Kevin was awarded the distinction of being selected Gaming Regulator of the Year – Americas for 2012 by the International Masters of Gaming Law.
Kevin is a graduate of the Wharton School of Finance and Commerce at the University of Pennsylvania and received his law degree from Rutgers University School of Law – Camden.
