Steve Cook
Chief Counsel
Stephen S. Cook was appointed as the Chief Counsel on December 4, 2021. In that role, he counsels and oversees a staff of attorneys in the provision of all legal services to the Board, the Executive Director and various administrative bureaus within the agency.
Steve has been with the Gaming Control Board since November 2006, starting as an Assistant Chief Counsel to the Bureau of Licensing, and then as Deputy Chief Counsel for Administration and Litigation since June 2008. In that role he served as legal counsel to the Board on internal litigation matters coming before it for consideration as well as advising agency staff on administrative matters including human resource issues, procurement, and contract negotiations. Steve also represented the Board in appeals of its decisions, as well as in outside litigation where the Board was named as a party.
Prior to his work with the Gaming Control Board, Steve was in state public service as Counsel to Mike Fisher, Majority Whip of the Senate of Pennsylvania, and then served under Attorney General Fisher in both the Office of Legislative Affairs and as a criminal prosecutor. Steve also gained valuable private sector experience serving as an attorney with the law firm of Cerullo, Datte & Wallbillich, P.C. from 2000 to 2006.
Steve holds a B.A. in Public Service/Policy Analysis from the Pennsylvania State University, a Master’s Degree in the Administration of Justice from Shippensburg University, and a Juris Doctorate from the University of Baltimore School of Law. He resides with his family in Palmyra.
