Frances J. Regan
Commissioner
In March 2021, Pennsylvania Senate President Pro Tempore Jake Corman appointed Frances “Fran” Regan to a two-year term as a Commissioner on the Pennsylvania Gaming Control Board.
Previously, Fran served with the United States Probation Offices, first in the Southern District of Florida in Miami and most recently for 24 years in the Middle District of Pennsylvania office in Harrisburg. In her roles with the U.S. Probation Office, she has been involved in conducting background and criminal investigations and preparing presentencing reports for federal judicial officers.
For the past six years, Fran has been a small business owner, utilizing her vast training with the federal government in safety and self-defense tactics. Her business, F2 Women’s Self-Defense, conducts public and private classes with the goal of providing women of all ages with the skills necessary to decrease risks to their personal safety.
Fran holds a Bachelor’s degree in Sociology and a minor in Psychology from Shippensburg University. She and her husband Mike reside in Dillsburg and are the parents of four children.
