The Pennsylvania Race Horse Development and Gaming Act, 4 Pa.C.S. §1101, et. seq., provides for the establishment of lists of persons who are excluded from various forms of gaming offered in the Commonwealth of Pennsylvania. The lists consist of career and professional offenders, cheats, and other individuals whose participation in that form of gaming would be inimical to the interest of the Commonwealth or of licensed gaming therein.
