Sean M. Hannon
Director of Licensing
Sean M. Hannon was named the Director of the Bureau of Licensing in July 2021. In that role, he is responsible for a staff that oversees the licensing, suitability and compliance of the individuals and entities involved in the state’s casinos and online gaming and sports wagering providers.
Sean joined the Gaming Control Board in 2006 and has served as the Enterprise Licensing Manager within the Bureau of Licensing. In that role, he oversaw the application process for all operators, manufacturers, suppliers, and manufacturer designees along with the application process for all principals, principal entities, affiliates, key employees and gaming level 2 employees associated with these entities. He was instrumental in developing regulations, policies and procedures for bureau operations along with numerous unique licensing applications. He was also the developer of the agency’s initial case management system as well as being a key contributor to the electronic application system for gaming and non-gaming employees called SLOTSlink.
Before coming to the Gaming Control Board, Sean worked for the Pennsylvania Department of Revenue in its Bureau of Compliance and in the private sector with Universal Hotels, Inc. in New York.
Sean is a graduate of Concordia College in Bronxville, NY earning a Bachelor of Sciences degree in Business Administration.
