PA Gaming Control Board Fines Casino For Internal Control Violation In Its Handling of Patron
HARRISBURG: The Pennsylvania Gaming Control Board approved a consent agreement today that assessed Chester Downs and Marina, LLC, operating as Harrah’s Chester Casino and Racetrack, a fine of $45,000 for failing to deal with a disruptive patron in a manner consistent with its own internal requirements.
The action was presented by the PGCB’s Office of Enforcement Counsel in response to an August 24, 2008 incident at the southeast Pennsylvania casino. In its approval, the Board agreed that an environment was created wherein the patron was susceptible to physical injury and personal embarrassment in a manner that evidenced poor decision-making by casino security and because staff failed to follow approved internal controls in dealing with disruptive patrons.
In addition to the fine, Harrah’s Chester Casino and Racetrack also agreed to update its surveillance system from an analog format VHS system to a digital format system that will permit higher quality.
The casino also terminated the security personnel that were directly responsible for the violation.
The next regularly scheduled Board meeting is Wednesday, October 21, 2009 at the State Museum Auditorium in Harrisburg. The meeting is slated to begin at 10:00 a.m.
