PGCB's Director of Compulsive And Problem Gambling To Play Key Role With International Association

HARRISBURG: Nanette Horner, the Pennsylvania Gaming Control Board's Director of Compulsive and Problem Gambling, has been appointed to the Responsible Gaming Committee for the International Masters of Gaming Law (IMGL).

Horner, who joined the Board's Office of Chief Counsel in 2005, was named the first Director of the Office of Compulsive and Problem Gambling in September, 2006.

Gaming Control Board Chairman Mary DiGiacomo Colins says Nan Horner's participation in this important committee falls in lockstep with a chief goal of this agency.

"Efforts to assist persons with gambling addictions have been a priority since this Board first organized," Colins says. "From the creation of a director level position to strict adherence by slots casino operators of their problem gambling plans, Pennsylvania has a strong commitment to making sure that the public's interest is met in this important area."

In addition to Horner, other members of the Responsible Gaming Committee are:

  • Sue McNabb, a former Assistant Attorney General who introduced Louisiana's Gambling Treatment Referral Program which is a diversionary program for first and second non-violent offenders whose criminal activity is a direct result of a gambling addiction or problem;
  • Connie Jones, International Game Technology's Director of Responsible Gaming and the individual charged with implementing IGT's Responsible Gaming Program; and
  • Arnie Wexler, a Certified Compulsive Gambling Counselor (CCGC) and a former Executive Director of the Council on Compulsive Gambling of New Jersey.

"I am honored to have been selected to be involved with the IMGL Responsible Gaming Committee, to have the opportunity to develop and advance educational programs related to responsible gaming and to be in the company of pioneers in their respective areas of expertise," Horner says.

In making the appointment, IMGL President Robert W. Stocker II says he was appreciative that the Pennsylvania Gaming Control Board is allowing Horner to lend her talents to the crucial work of this committee.

"It is very important for the IMGL to reach out to all segments of the gaming law community on many topics, none that is more important than how our industry and casinos handle compulsive and problem gambling issues," says Stocker.

In addition to the appointment with the IMGL, Horner is also involved in the National Council on Problem Gambling's Task Force on Self-Exclusion and the? National Exploratory Committee on Responsible Gaming Programs.

The International Masters of Gaming Law is a non-profit association of attorneys, gaming regulators and gaming executives dedicated to education, the advancement of the gaming law profession and the exchange of professional information concerning the local and global practice and development of all aspects of gaming law.
