PA Gaming Control Board Hires 3 Lawyers For Counsel`s Office

HARRISBURG: The Pennsylvania Gaming Control Board today unanimously approved the hiring of lawyers Nanette Horner, Michael Schwoyer and Lisa McClain for the staff of its Chief Counsel’s office.
Horner, an associate specializing in casino gaming law at the Atlantic City, New Jersey, firm of Brown & Carroll, will serve as deputy chief counsel for licensing. Schwoyer, Executive Director and Chief Counsel for the Judiciary Committee of the Pennsylvania House of Representatives, will serve as deputy chief counsel for investigations and enforcement. McClain, an assistant counsel at the Judicial Conduct Board of Pennsylvania, will be an assistant counsel for investigations and enforcement.

“Nanette, Michael and Lisa all have the kind of background necessary to help the Board implement expanded gaming in Pennsylvania in a timely manner while guaranteeing the integrity of the system to the people of Pennsylvania,” said Tad Decker, Chairman of the Board. “My fellow Board members and I look forward to working with all three of them.”

Horner joined Brown & Carroll in 1996 after serving as an associate at Horn, Goldberg, Gorny, Daniels, Plackter, Weiss & Casiello, also in Atlantic City and now known as Fox Rothschild. She earned her law degree from the Rutgers University School of Law in Camden, New Jersey, in 1995 and a bachelor’s degree in political science from Richard Stockton College in Pomona, New Jersey, in 1991. She earned an associate’s degree from Atlantic Community College in Mays Landing, New Jersey, in 1989.

Schwoyer has been in his position with the House Judiciary Committee since 2001. Before that, he served in various positions in the office of the Cumberland County District Attorney in Carlisle from 1991 to 2001. He graduated from the Dickinson School of Law in Carlisle in 1992 after earning a bachelor’s degree in political science from Penn State University, University Park, in 1989.

McClain has been with the judicial conduct board since 1996 after serving as a clerk to the Pennsylvania Superior Court from 1994 to 1996 and from 1989 to 1992. She was an attorney for the Neighborhood Legal Services Association of Pittsburgh in 1992-93 and a law clerk in the Pennsylvania Department of Transportation from 1987 to 1989. McClain earned her law degree from the University of Pittsburgh School of Law in 1989 and a bachelor’s degree in management and political science from Chatham College in Pittsburgh in 1986.
