PA Gaming Control Board Adopts Ethics Policy

Rules on Ex-Parte Communications, Political Activities Foster, Integrity Due Process

HARRISBURG: The Pennsylvania Gaming Control Board today unanimously adopted a code of ethics policy for Board members and agency employees.

“For the public to have confidence in this process, and to fulfill our mission of protecting the people of Pennsylvania, we have to set and live by the highest standards of personal and professional conduct,” said Chairman Tad Decker. “The policy we adopted today demonstrates the Board’s commitment to setting and maintaining these standards and ensures that all applicants receive due process from this Board.”

One highlight of the policy is a rule that prohibits Board members from engaging in ex parte communications with any interested party with respect to any matter involving discretionary issuance, approval, renewal, conditioning, revocation, suspension or denial of any license or permit.

A separate rule bans voting Board members and employees from holding or campaigning for public office; contributing to campaigns, committees, candidates or parties; soliciting, directly or indirectly, political contributions; actively participating in campaigns; or appearing at any political fund-raisers.

The policy also covers conflicts of interest; continuing obligations; disclosure and divestiture; recusals; post-employment restrictions; gifts; restricted activities beyond the abovementioned political activities; pending proceedings; independent contractors retained by the Board; confidentiality; annual compliance certifications; violations; and other topics.
